| SYRACUSE PHA MEETING September 24, 2007 There was a Syracuse PHA meeting on Monday, September 24, 2007. Present at the meeting was Sue Mauro, Debbie Barmaster, Kim Montrois, Andy Lomker, Steve Kirk, Amy Hughes, Craig Brown, Mike McGowan, Heather Heberle, Rachel Stiehler, Gail Miller, Naomi Blumenthal, Shelly Shaulinski, Mark Frohm, Anne Pedersen, Connie Chave, and PJ Tymann Secretary's Report : A motion was made to accept the Secretary’s report dated June 11 . The motion was made by Debbie Barmaster; seconded by Gail Miller and carried. Treasurer's Report : A copy is on file with the secretary. A motion was made to accept the treasurer’s report by Anne Pedersen; seconded by Amy Hughes and carried. All are in favor, Membership Report : Nothing to report. Rules Report : Change rule III. Section 5. Letter A. will be deleted. The rule will now read { PHA rated shows which desire to run PHA rated divisions the day before a PHA-USEF rated show are allowed to do so providing the following criteria is met. A. The division must meet USEF standards if any. B. Hunter divisions must not exceed 2’6”. C. All Jumper divisions will be pointed. } Connie Chave made a motion to accept this rule. Steve Kirk seconded. All are in favor. New rules for 2007 Baby green hunters will be open to all horse and ponies in their first year of showing over fences. Fences will not be adjusted for ponies. Fences not to exceed 2’6”. Terese Bouchard made the motion; seconded by PJ Tymann and carried. 16 are in favor. 2 abstain. Short stirrup hunters are open to beginning junior riders who have not shown over 2’. Riders may not cross enter into any other PHA rated divisions or classes where fences exceed 2’. Riders may not have previously shown in any class where fences exceed 2’. Fences not to exceed 2’. Terese Bouchard made the motion; seconded by Mike McGowan. 15 are in favor. 1 abstain. Horses show running past 9 p.m. will refund 25% of the entry fees to the exhibitors showing in clsses starting past 9 p.m. Exhibitors in classes that begin past 10 p.m. will receive a 50% refund and exhibitors in classes that have to show after 11p.m. will not have to pay any entry fee for classes after 11p.m. Shows which start after 5p.m. are not included. Steve made a motion to accept this rule; seconded by Mark. 4 are in favor. 5 opposed. 5 abstain. Motion is defeated. Syracuse PHA shows will follow the USEF rule for shows that run more than 14 hours. A fine in the amount of $250 per hour or part thereof will be imposed for exceeding 14 hours. Show management may file an appeal to the board of directors in writing within 30 days of the horse show. Mike made the motion; seconded by Andy. 10 are in favor. 5 abstain. High Point Report : The banquet will be in Ithaca January 5, 2008. Please call before December 17 to get your room reservations. Invitations will be mailed in early December. Currently the Amateur-Owner and Green Divisions are in ‘danger’ of becoming combined. We need 1 more A/O in each age group and 3 more 2nd year horses to keep those divisions split. ( ***Additional nominations have been received the ensure the split of these divisions***** ) Election Report : Director’s up for re-election are Mike McGowan, Sue Mauro, Andy Lomker, and Nancy Bechtel. New nominations for director’s will include Debbie Barmaster, Connie Chave, Steve Kirk, Jamie George, and Anne Pedersen. The 4 officers are up for re-election. Andy Lomker would like to step down from his treasurer’s position. If you are interested, please contact Kim Montrois. Scholarship Report : National scholarship winners are Jeff Frohm and Leslie Miller. Rachel Pedersen will be added to the national scholarship list. Local scholarships are awarded Janet Peachy, Charlie Levin, and Rebecca Johnson. Gail Miller made a motion to award the scholarships. Mark seconded and all are in favor. Grievance Report : Nothing to report. Web Site : We will now post class results instead of points for each horse show to get them posted faster. We will also find a space to post judges for the upcoming year. Old Business : We will still send out prize lists to professional members. These will be mailed out 3 weeks prior to the first day of the horse show. New Business : Gerry Briggs had a heart attack a few weeks ago. Mark made a motion to send him an aid check. Mike seconded and it was carried. All are in favor. We will donate $500 to the Zone II hunter finals. Gail made the motion; seconded by Mike McGowan and carried. All are in favor. We will re-join the USHJA. All are in favor. April 6 at 7p.m. the National PHA will be hosting a dinner dance. More info to follow as things are finalized. The next meeting will be Monday December 10, 2007 at 4:00 at the Hampton Inn in Victor. |
